Recently High Commissioner of the Republic of Trinidad and Tobago to the United Kingdom of Great Britain and Northern Ireland, Serena Joseph-Harris has served at the highest levels of government for over two decades as diplomat, National Security Council advisor, intelligence director, and hemispheric expert on trans-border crime. She also served as Chair and interlocutor on a number of international, regional and bi-regional forums, including the United Nations, the Organization of American States, and the European Union Latin America Caribbean Coordination and Cooperation Mechanism Against Drugs.
Serena was a principal collaborator in establishing the Inter-American security architecture to implement a hemispheric drug control strategy and in promoting related intergovernmental dialogue on policies and strategies to combat trans-border crime in the Americas. Among her more recent publications are “Fifth Republic or Fourth Reich?” and “The Alpha Barrier of North South Dialogue” each robustly canvassing for heightened multilateralism and consensual decision-making by regional governments, as preferred tools of statecraft in the resolution of current and emerging threats.
Serena has been a sought-after presenter in many establishment-linked Washington think tanks, including the Institute for National Strategic Studies( INSS) and the Centre for Hemispheric Studies and International Affairs. She has been a featured speaker at the Royal United Services Institute for Defense and Security Studies in Great Britain (RUSI) and the Royal Military College in Kingston, Canada (RMC).
